OS : Mac(10.13.1, 10.13.6, 10.14.2)

What steps will reproduce the problem?
1. Launch chrome, type any url in omnibox.
2. Select the text in omnibox and write click to open context menu. 
3. Select 'Right to left' option under 'Writing Direction'.
4. Observe text appears to the RHS of omnibox.
5. Now click anywhere on the NTP such that focus is no more on the omnibox text.
6. Repeat step 2 again and observe the selection under Writing Direction. 

Actual Result   : 'Left to Right' option appears selected even when text writing direction has been changed to 'Right to Left'.
Expected Result : 'Right to Left' option should appear selected when text writing direction has been changed to 'Right to Left'.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build  : 70.0.3504.0 (Revision : 578510)

You are probably looking for a change made after 578333 (known good), but no later than 578334 (first known bad).
