Regression: Download arrow icon is not seen while the download is still in progress

Issue description

Chrome Version: 72.0.3616.0 (Official Build) Revision	95ce71356251517776e712f9815217c46c767dcc-refs/branch-heads/3616@{#1} (64-bit)
OS:Mac(10.13.1 , 10.13.6 , 10.14.2) 

Steps to reproduce:
1. Launch chrome and download any file.
2. Observe the download icon (In download bar) while the download is still in progress.

Actual  : Download arrow icon is not seen while the download is still in progress.
Expected: Download arrow icon should be seen while the download is still in progress.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build : 70.0.3504.0 (Revision : 578510)

You are probably looking for a change made after 578333 (known good), but no later than 578334 (first known bad).

CHANGE-LOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Note: 
1.Issue is not reproducible in Windows(7,8,10) & Linux(14.04 LTS) OS.
2.Issue is also seen on M-70 Stable (build #70.0.3538.110), M-71 Beta (build #71.0.3578.62) and M-72 Dev (build #72.0.3610.2).

That's correct - we changed download shelf look & feel.
