Issue descriptionChrome Version: 72.0.3616.0 (Official Build) Revision 95ce71356251517776e712f9815217c46c767dcc-refs/branch-heads/3616@{#1} (32/64-bit) OS: Windows(7,8,8.1,10) What steps will reproduce the problem? 1. Launch Chrome, give print command on any webpage and click on 'More settings' text. 2. Now press 'Tab' key from keyboard and observe the focus. Actual: Unnecessary focus moves to 'Change' button on pressing 'Tab' key Expected: Focus should move to up arrow icon of 'More settings' button on pressing 'Tab' key. This is a regression issue, broken in M-72 series, will soon update other info. Thank you.

This is related to bug 907284 - CL bisected to was an attempt at fixing a bug caused by the Blink change. Will revert tomorrow and re-open that bug.

Tested this with the culprit CL reverted today but before the Blink revert landed. There are still (slightly different) focus traversal issues. If the sidebar is scrollable, clicking any of the labels focuses the sidebar, which then causes focus to move to the "Change" button when tab is pressed. Keeping this bug open to track that more general issue, which needs to be resolved before re-landing the Blink change.
