"Create shortcut" option is available for installed and installable PWA

Issue description

Chrome Version       : 71.0.3578.57
OS Version: 11151.33.0

What steps will reproduce the problem?
1. Install PWA
2. Navigate to PWA URL in tab
3. Menu -> More Tools

What is the expected result?
"Create shortcut" should not appear.

What happens instead of that?
"Create shortcut" appears.

I think we wanted to keep create shortcut as a way of shortcutting the current URL ignoring any manifest start URL (though we don't currently do this).

Working as intended (was deliberately added back since it has different semantics, especially after we do what #2 is saying):  Issue 887824 
We could still hide it for sites that match the start URL of an installed PWA to avoid just making the installed PWA open in a tab.
