onchange event does not work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3572.0 Safari/537.36

Steps to reproduce the problem:
1. Launch Chromium with attached file, onchange.html
2. Select an option.  Nothing happens.

What is the expected behavior?
It should display an alert.

What went wrong?
The onchange event is not fired.

This works if you attach the event using JavaScript as opposed to using 'onchange' attribute.

This works in Chrome but not Chromium.

@reporter: Could you please check the issue on latest beta #71.0.3578.72, as M-71 is moving to stable tentatively within 1 or 2 weeks. You can download latest beta from "https://www.chromium.org/getting-involved/dev-channel".
