a11y: Disambiguate the three ways an Office file can open on Chrome OS for screen reader users

Issue description

Google Chrome 72.0.3593.0 (Official Build) dev (64-bit)
Firmware Version Google_Caroline.7820.384.0

Screen reader and other AT users don't have an easy way to know which interface has opened their docx files. As a result, they don't know which keystrokes are appropriate at any given time. This bug came in from a user in the mailing list. 


Pre-requisite: prepare a .docx file with a link in it or use the one I have attached here

Steps to repro:
# Download the file to your local files app. 
# Within Files, open the file
# File opens in the Office Editing extension native to Chrome OS, retains docx file format
# Attempt to open using alt + enter like Docs, does nothing 
# Open link using search + enter or search + space 

# Upload the file to Google Drive 
# Open from Drive 
# File opens in Drive's PDF viewer application which is separate from the other Drive apps such as Docs, retains docx file format
# Attempt to open using alt + enter like Docs, does nothing 
# Open link using search + enter or search + space 


# Select "Open with Google Docs" to convert file format to the Docs format
# File opens in the Docs app
# Open link using alt + enter per documentation 


Expected: unclear. Perhaps a way to fix this would be to add announcements about which feature you're using upon opening that file?
