What steps will reproduce the problem?
(1) Set shelf to auto_hide.
(2) Open "Shortcut" app. And swipe up to show the auto_hide shelf.
(3) Tap inside the "Shortcut" app.

What is the expected result?
The ATUO_HIDE_SHOWN shelf should be hidden.

What happens instead?
Nothing happen. The auto_hide shelf is still visible.

After we added the TAP event logic for auto_hide shelf in  issue 882059 . Tap inside the "Shortcut" app still can not hide the auto_hide shelf. Seems the app is special.
