WebApp: Refactor WebAppIconDownloader

Issue description

We should refactor WebAppIconDownloader to no longer download the favicons automatically. It should just take a list of URLs. We could make retrieving the favicons URLs part of the WebAppDataRetriever or whichever client actually uses them.
