Issue descriptionOriginally filed by diegocaceres@ in b/117943679. Description: Customer wants a user policy to force Chrome sync when users are signed in. The admin would like to see the policy setting make it into the Gsuite admin console. Use case: "What" are they looking for a solution to? They want to have a policy to enforce the sync (that way his users won't be able to disable the sync or pause the sync) How would a user/admin make use of the feature? They will be able to turn on an enforcement for the sync, for this type of business they need to keep this being synced all the time. Eventually, they would like to see this feature be available in admin console. Motivation: "Why" does the use case exist? It's really important for the students of this G-suite account to keep syncing their data, for security purposes and backup purposes. Do they have business/legal/etc. reasons that motivate this feature request? They are afraid of losing important data because the sync is not running at some point. Existing workarounds: No workaround known.

As described in #17650577 One of our main Japanese enterprise customer would like to have this feature available via GPO for Windows. Would it be possible to implement this in mid term?
