User should not be able to see sign in option to enable Chrome sync on devices managed by Active Directory

Issue description

I'm using a managed Chromebook managed with Active Directory and should not be able to see a sign in prompt for a GAIA identity when looking at history since Chrome sync is not supported. If I click on the button, nothing happens.

Steps to repro:
Sign-in to gmail
Navigate to history tab
Navigate to "tabs from other devices"
Click on sign in prompt to sync history, nothing happens

Expected use case: Do not show sign in screen since sync is disabled for chromad users

I note that you can't get to chrome://history in regular guest sessions, but you *can* get to it in public sessions and chromad.

We should figure out what UI we want here (probably just hide the "tabs from other devices" UI if you aren't signed in to the browser on Chrome OS).
