Regression: Unnecesaary Omnibox get highlighted on moving cursor over disabled options only for chrome internal pages

Issue descriptionChrome Version: 71.0.3578.62 (Official Build) Revision b1fa6dee27746dd62414ffad95ea3a7acf51ef16-refs/branch-heads/3578@{#760} (32/64-bit) OS: Windows (7, 8, 8.1, 10) What steps will reproduce the problem? (1) Launch chrome and open any chrome internal page (for ex. chrome://version). (2) Right click on Tabstrip and move the cursor multiple times over disabled options 'Move' and 'Size'. (3) Now Observe the omnibox. Actual Result: Unnecessary Omnibox get highlighted on moving cursor over disabled options. Expected Result: Omnibox not get highlighted on moving cursor over disabled options. This is a Regression issue seen from 'M-69' and providing the bisect info below: Good Build: 69.0.3472.0 (Revision: 569949) Bad Build: 69.0.3473.0 (Revision: 570288) You are probably looking for a change made after 570225 (known good), but no later than 570226 (first known bad).
