What steps will reproduce the problem?
(1) Launch chrome and open any chrome internal page (for ex. chrome://version).
(2) Right click on Tabstrip and move the cursor multiple times over disabled options 'Move' and 'Size'.
(3) Now Observe the omnibox.

Actual Result: Unnecessary Omnibox get highlighted on moving cursor over disabled options.

Expected Result: Omnibox not get highlighted on moving cursor over disabled options.

This is a Regression issue seen from 'M-69' and providing the bisect info below:
Good Build: 69.0.3472.0 (Revision: 569949)
Bad Build:  69.0.3473.0 (Revision: 570288)

You are probably looking for a change made after 570225 (known good), but no later than 570226 (first known bad).

1. Issue is also seen on M-69 Stable (build #70.0.3538.110), M-72 Dev (build #72.0.3610.2) and M-72 Canary (build #72.0.3616.0).
2. Issue is not seen on Mac (10.13.1, 10.13.6, 10.14.2) and Linux (14.04 LTS).
