Regression: Chromevox(spoken feedback) reader focus is not seen around the fields when onscreen keyboard is popped up

Chrome Version:72.0.3612.0/11278.0.0 dev-channel Celes,Daisy,Kip
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build >> From ubertray/Accessibility,enable ChromeVox(spoken feedback) and Onscreen keyboard
(2)Pop up On screen keyboard 
(3)Now tab and observe weird vertical orange reader focuses(Please refer video)

Actual: Chromevox(spoken feedback) reader focus are seen vertical and not around the action field
Expected:Chromevox(spoken feedback) reader focus should be seen within the text

This is a Regression issue as same works fine in M-69

Note: 
1. Issue is seen in all screens
2. Issue is seen also seen in M-70 stable and M-71 beta
