Regression: Unnecessary focus stays on close button on permission.site.

Issue description

Chrome Version: 72.0.3616.0 (Official Build) 95ce71356251517776e712f9815217c46c767dcc-refs/branch-heads/3616@{#1}(32/64 bit)

OS: Win-10 Touch.

Steps to reproduce:
1. Launch chrome and navigate to 'https://permission.site'.
2. Tap/Touch on 'Notification' such that bubble appears and tap/touch on 'close' button.
3. Now Tap/Touch on 'Location' such that bubble appears and observe.

Actual  : Unnecessary focus stays on close button on permission.site.
Expected: Focus should not be seen on close button on permission.site.

This is Regression issue seen in M-72, and will soon update other info.
Good Build: 72.0.3584.0
Bad Build: 72.0.3585.0

Note:
1. Issue is Win 10 (Touch Device) specific and is not seen on Win(7,8,8.1,10), Mac(10.12.6,10.13.1,10.13.6,10.14.1) and Linux(14.04 LTS) OS.
2. Unable to provide 'per-revision' bisect as it shows "RuntimeError : We don't have enough builds to bisect..." error message for above range. 
3. Hence provided suspect through 'Chromium bisect'.

Reporter, are you sure about the regression range? I saw the same result of "x"  in the permission popup keeping the focus on 70.0.3538.110 on a Win10 touch screen laptop as well.

I don't think this was a regression. Closing this as there wasn't any feedback. Reporter feel free to open this bug or file a new one if you got the information requested.
