Regression: [NTP] 'Add shortcut' thumbnail is not seen on resizing the browser window.

Issue description

Chrome Version: 71.0.3578.62 (Official Build) Revision    b1fa6dee27746dd62414ffad95ea3a7acf51ef16-refs/branch-heads/3578@{#760} 32/64 bit
OS: Windows(7,8,8.1,10), Mac (10.13.1, 10.13.6, 10.14.2) and Linux(14.04)

Pre-condition: Enable "Enable using the Google local NTP" ,"New Tab Page Background Selection" and "New Tab Page Custom Links" flags under chrome://flags.

What steps will reproduce the problem?
(1) Launch chrome and open NTP.
(2) Add at least 6 shortcuts on the NTP.
(3) Resize the browser window from RHS to the maximum (observe shortcuts are displayed 3 in a row).
(4) Press tab to traverse focus on thumbnails and observe.

Actual  : 'Add shortcut' thumbnail is not seen on resizing the browser window.
Expected: 'Add shortcut' thumbnail should be seen even after resizing the browser window.

This is a regression issue, broken in ‘M-71’, and below is the chromium bisect info:
Good Build:71.0.3569.0 (Revision:596016)
Bad Build :71.0.3570.0 (Revision:596428)

Yes, the expected behavior in the screencast is a bug (see https://bugs.chromium.org/p/chromium/issues/detail?id=889792#c10) which has been fixed.
