Non-Regression : 'Wallpaper set successfully' message is seen missing after selecting any image as wallpaper from Files App

Issue description

Chrome Version: 72.0.3612.0/11278.0.0 dev-channel Kip,Reks and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> press 'Ctrl+F5(Overview Mode Button)' for screenshot or save any Image
(2)Now go to Files App-> Right click for context menu and select 'Set wallpaper' option and  now for message like 'Wallpaper set successfully' to indicate that wallpaper was selected successfully 
(Please refer Video and Screenshot)

Expected: 'Wallpaper set successfully' message should be seen after selecting any image as wallpaper in Files App
Actual: Instead No message is seen after selecting any image as wallpaper in Files App

This is Non-Regression Issue seen from M-62

Unable to know or identify when any image or screenshot from Files App is selected as Wallpaper.It will be easy  if any message like 'Wallpaper set successfully'  is seen after selecting wallpaper

A successful wallpaper update should reflect via the background updating. Is that not occurring?
The background updating is occurring. This bug requests showing an additional 'Wallpaper set successfully' message in the Files app. Is it worthwhile?

I believe the background updating should be enough to indicate the success of the action. We should not need an additional message. Closing this as Won't Fix.
