Non-Regression: Unable to view Volume/ brightness sliders when On-screen Keyboard is enabled and shelf position is towards left/right

Chrome Version:72.0.3612.0/11278.0.0 dev-channel Celes,Daisy,Kip
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> From ubertray/Accessibility,enable Onscreen keyboard
(2)Keep the shelf to left/right, Pop up onscreen keyboard
(3)Now press volume/ brightness buttons and observe

Actual: Unable to view Volume/ brightness sliders when On-screen Keyboard is enabled
Expected: Should be able to view the Volume/ brightness sliders(On the top of VK Ex:like a notification)

This is a Non-Regression issue seen from M-62

Attached the screencast for reference..

Note:Issue works fine when shelf is at bottom
