Regression : Unnecessary blue focus ring is seen at pictures in chrome://settings/changePicture page

Chrome Version: 72.0.3612.0/11278.0.0 dev-channel Kip,Reks and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings/changePicture page
(2)Now  press 'Tab' until focus is on 'Back' arrow and again press 'Tab' and observe unnecessary blue focus ring at pictures
(Please refer Video and Screenshot)

Note : Issue is also seen :
a)Go to chrome://settings/changePicture page -> now click at middle of at pictures and observe unnecessary blue focus ring 
b)Go to chrome://settings/changePicture page -> now click on  pictures and now observe  unnecessary blue focus ring 

Expected: No such unnecessary blue focus ring should be seen
Actual: Instead unnecessary blue focus ring is seen

This is a Regression issue as same is working fine on 	72.0.3609.3/11264.0.0 dev-channel Kip

Most likely caused by https://chromium.googlesource.com/chromium/src/+/b64d0a8c04db08eaa81502868a5802d660030842, since we've seen similar regressions elsewhere in the UI, for example issue 905999, issue 906729,  issue 905604 .

@hugoh: Do you have a bug tracking all regressions caused by this?

Bulk update: The root cause of this regression has been reverted, see [1]. Leaving this bug open to ensure it gets addressed before re-landing the original Blink change.

What is the status of this bug? Asking since it is currently mark as RBS.

The KeyboardFocusableScrollers feature is still experimental, so this shouldn't be RBS. Still looking for workarounds for the fix. See issue 907284 for additional context.
