Regression: Unnecessary black flash is seen when setting up playstore in ARC devices

Chrome Version:72.0.3612.0/11278.0.0 dev-channel Celes,Cyan
OS: Chrome OS ARC

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/androidApps
(2)Click on 'Turn on'>> In Google Play apps and services overlay, click on 'More' and then on 'I Agree' and when Setting up playstore overlay appears, observe black flash

Actual: Unnecessary black flash is seen when setting up playstore
Expected: No such issue should be seen

This is a Regression issue as same is working fine in M71 beta
