When dragging a multi-selection of bookmarks (in the manager) to a position higher, the order of the selected bookmarks reverses

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36 Steps to reproduce the problem: 1. Open the Bookmark manager (Ctrl + Shift + O) 2. Be in a folder with 3 or more bookmarks 3. Select more than 1 bookmark 4. With the mouse, drag the selection to a higher position 5. Dropping the selection moves the selected bookmarks, but they are now in reverse order What is the expected behavior? The bookmarks should stay in the same order regardless of how the selection is moved. What went wrong? I moved a selection of bookmarks to a lower position without any odd behaviour, but when I moved another selection to a higher position the order of the bookmarks within the selection reversed. Did this work before? Yes 62 Chrome version: 70.0.3538.102 Channel: stable OS Version: 10.0 Flash Version: I am refiling issue 794886 as I am still able to reproduces the issue. I regularly experience the issue since version 63 and just retested to double check.

Able to reproduce the issue on chrome reported version# 70.0.3538.102 and on #70.0.3538.110. But the same issue is not seen on latest beta# 72.0.3578.62. Tentatively chrome stable is moving to M-71 in next 1-2 weeks, hence marking this issue as Untriaged. @Reporter: Could you please try to test this issue on latest beta# 71.0.3578.62 and let us know if the issue still persists. I have tested in beta# 71.0.3578.62 and the issue is no longer present Although it may have introduced a regression issue: In stable# 70.0.3538.102 I can use my mouse wheel to scroll while dragging a selection of bookmarks. I am unable to do the same in beta# 71.0.3578.62
