A blank white bar display in bottom of layout for floating window

Google input tools version:72.0.20181114.221567824

Steps；
1.Go to any keyboard
2.Switch to floating mode
3.check its UI

Actual:
A white bar will display in the bottom of the layout
refers to attached screenshot

Note:
Not repro in 72.0.3609.3 ,11263.0.0 dev-channel scarelet test

 - not 100% repro.
 - seems only repros when the dev inspect window is open.

If turn off the extension inspect page, the bug doesn't reproduce.
We can close the bug.
