[M17n] SHIFT+4 fails to work on Russian AATSEEL on-screen keyboard

Chrome Version: 72.0.3612.0
OS: Chrome OS 11275.0.0

What steps will reproduce the problem?
(1) Activates Russian AATSEEL keyboard.
(2) Open the on-screen keyboard by putting focus in an input field.
(3) On the on-screen keyboard, pressing Shift key, observe the "4" is changed to "\"" (Quote).
(4) Press that "\"" key.

What is the expected result?
Input "\"".

What happens instead?
Input "Ж".

Also repro in Tamil keyboard(itrans) for shift+3,shift+4
,shift+6

Re #1, the issues of shift+3,shift+4,shift+6 for Tamil keyboard (itrans) are by design.
