Tapping some keys can not submit translated characters for Hindi Devanagari keyboard

Issue description

Version: 72.0.3612    11279.0.0 dev-channel bob test
Google input tools version:72.0.20181114.221567824

Steps；
1.Go to Hindi keyboard
2.Change to Capital letter input status
3.Tap all keys 

Actual:
Q W, F Z X V still submit English letter, not translated characters
