Language <mr> devanagari keyboard(Phonetic) can not be found in vk menu list

Google input tools version:72.0.20181114.221567824

Steps；
1.Go to setting page
2.Add language Hindi (keyboard & transliteration), Marathi (keyboard & transliteration)
3.Go to Manage input methods, enabled them
4.Open keyboard menu list 

Actual:
Marathi keyboard (Devanagari keyboard(Phonetic) did not exist in menu list


For   "name": "__MSG_keyboard_devanagari_phonetic__",

but can not find mr language keyboard in menu list

Currently the m17n input method id 'deva_phone' doesn't carry language information.
Supporting duplicated m17n input method for different languages would bring some refactoring which doesn't seem to have appropriate ROI.
Given that there is few users in Marathi language, won't fix this issue.
