Cannot enterprise enroll on canary |

Issue descriptionChrome Version: 72.0.3612.0 OS: CrOS 11278.0.0-18.11.19 eve What steps will reproduce the problem? (1) powerwash or recover device (2) try to enterprise enroll to google.com with ctrl-alt-E What is the expected result? I can log in What happens instead? Says "Oops! The initialization of the installation-time attributes has timed out. Please contact your support representative."

I couldn't reproduce. Installed the same version on Eve and successfully enrolled in the google.com domain. The error means the enrollment took too much time, 10 minutes? (https://cs.chromium.org/chromium/src/chrome/browser/chromeos/policy/enrollment_handler_chromeos.cc?type=cs&q=::LOCK_TIMEOUT&sq=package:chromium&g=0&l=53) If it happens again, please login with guest after failure, collect and upload the logs.
