Tab key not works correctly after rotate 360 angle again

Version: 72.0.3612    11279.0.0 dev-channel bob test
Google input tools version:72.0.20181114.221567824

Steps；
1.Switch to any have TAB key layout
2.Press Tab key , it will move to right 
3.Press ctrl+shift+refresh key to rotate screen 360 angle,to original location
4.Press Tab key again

Actual:
It will move to converse direction ; when move the head of the line,press Tab key again, it will not move again

Note:
Not repro in tab mode

When switch to on one M17n keyboard for the first time, tap some words, then follow tapping TAB key, it also not works, refresh the web page, it os ok, not repro again;

Verified in the latest version, the Tab key will switch focus instead of inserting TAB character in the input field.

This repros with physical keyboard.

Suspect this is related to the accelerator handling for ctrl+shift+refresh, or screen rotation.

Not sure whether this is a regression.
