Ctrl+Shift+Tab selects next tab instead of previous with Dvorak layout

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Choose Dvorak - QWERTY Command Mode
2. Open multiple tabs
3. Ctrl + Shift + Tab

What is the expected behavior?
Ctrl + Shift + Tab should select the previous tab

What went wrong?
Ctrl + Shift + Tab selects the next tab, same as Ctrl + Tab

Did this work before? Yes 

Chrome version: 70.0.3538.102  Channel: stable
OS Version: OS X 10.13.6
