Parts of the display disappear and reappear.

Reported by rmcneil...@gmail.com, Nov 20

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11264.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3609.3 Safari/537.36
Platform: 11264.0.0 (Official Build) dev-channel coral

Steps to reproduce the problem:
1. Use Chromebook for a little while.
2. Seems random. After a little while as you move the cursor around, different parts of the screen disappear.
3. Move the cursor some more and the screen reappears and/or other parts disappear.

What is the expected behavior?
Display should stay static when moving cursor (other than rollovers and such).

What went wrong?
Moving the cursor around makes parts of the screen disappear and then reappear. I first noticed it yesterday when using the terminal in Crostini, but today it is happening in the chrome browser.
I'll attach a few screenshots showing different parts of the screen missing depending on where the cursor is located.

Did this work before? Yes 71.0.3578.27

Chrome version: 72.0.3609.3 Channel: n/a
OS Version: 11264.0.0
Flash Version: 31.0.0.148

I just got the update to 72.0.3609.3 a couple days ago. I didn't notice this prior to the update. It is also doing this on my HP Chromebox G2 (fizz), also on 72.0.3609.3.

I did look for this in the issues. I wasn't sure how else to describe it, so it is possible I missed it if someone else has already created an issue.
