TouchtoSearch is not triggering on highlighted words

Issue descriptionSteps to reproduce the problem: Just doesn't work when words are highlighted What is the expected behavior? The drawer on the bottom pops up and searches the highlighted words. Tested the issue on android and unable to reproduce the issue Steps to reproduce: -------------------------- 1. Launched chrome and searched for wikipedia , 2. Tapped on word and observed highlight and popup of the word Chrome version: 70.0.3538.80 OS: Android 8.0 Android device: Samsung S7 @dragontoy10two: Please check the above steps and let us know if we miss anything. Is this issue consistently reproducible? Also please check whether Tap to Search is in On or OFF state. You can alter this by clicking on 3 dot menu > Settings > Privacy > Tap to Search. Thanks!

Re-tested the issue on Lg G5 and issue is not reproducible. Could you please check the issue by clearing cache. Please provide screencast of the issue after clearing cache. Thanks!

@ dragontoy10two: On tapping on any word as shown in Screenshot_20181121-091504_Chrome.png you will get popup on bottom, If you select any word as shown in Screenshot_20181121-091523_Chrome.png , you will get edit menu options, select 3 dot menu and select web search option. This will help you to search the selected word. Thanks!
