[M17n] AltGr input is broken for all of the M17n input methods |

Issue description
Chrome Version: 72.0.3612.0
OS: Chrome OS 11275.0.0
What steps will reproduce the problem?
(1) Activates Tamil Inscript Keyboard, and put focus in an input field.
(2) Pressing RightAlt+6
What is the expected result?
Input the character "௬" ("\u0bec").
What happens instead?
Cannot input any character in the input field.
Instead, a system shortcut (taking ntoes) is triggered.

Check for Khmer keyboard(KM) ,when tap altgr+ the first key/second key , still have not input refers to attached screenshot;

Re #8, those keys will input ZWJ and ZWNJ characters which are invisible.
