Chrome Version: 72.0.3615.0 canary
OS: Android9 Pixel 3

What steps will reproduce the problem?
(1) open google.com search something
(2) click on result item
(3) click back button

I can reproduce on any page not only google.

What is the expected result?
Should load previous page.

What happens instead?
block for 5 minutes.

It works well on 70.0.3538.110 stable.
