Currently Windows host doesn't pipe ME2ME host startup logs to the website so we will lose the context when user reports feedback for host stuck at STARTING state.

The general idea is to make native messaging host collect chromoting logs from ETW then forward it to the extension through native messaging.

Note that Mac host doesn't forward host startup logs either but we are less concern about this because Mac host usage is < 5% and Windows failure feedback should also cover the Mac failures.
