Docked Magnifier - focus not accurate when deleting text with Text app |

Issue description
Chrome Version: 71.0.3578.21 (Official Build) dev (64-bit)
Firmware Version: Google_Eve.9584.174.0
What steps will reproduce the problem?
(1) Enable Docked Magnifier
(2) Launch Text app
(3) Type something ("This is a test")
(4) Delete text
What is the expected result?
Focus will move with deleted text.
What happens instead?
Focus moves to start of text typed.
