We'd like to have an internal debugging page for the feed library based Articles for You feature. This is basically meant to be a replacement of chrome://snippets-internals. For now, we can focus on parity with the existing snippets internals (although exclude any non-article suggestions related data), but we should also consider feed library specific signals to incorporate.

Specifically, we want:
whether the feed is enabled
whether prefetching is enabled
the url we fetch from
user class, and the numbers used to derive that
controls for fetching and clearing suggestions
last fetch information
feed storage dump

Feel free to reach out to Filip to get more details on how we can get these signals. It might also be useful to organize a brainstorm to think about any other signals we want to incorporate.
