Regression: Blue line appears on chrome://bookmarks page

Chrome Version: 72.0.3615.0 (Official Build) canary
OS: Win10

What steps will reproduce the problem?
(1) Add a bookmarks folder with a relatively long name. Ex: "LongBookmarkFolderName".
(2) Open chrome://bookmarks
(3) Press tab twice from automatically focused search box.

What is the expected result?
First bookmarks folder is focused.

What happens instead?
Vertical blue line appears in the page.

Bulk update: The root cause of this regression has been reverted, see [1]. Leaving this bug open to ensure it gets addressed before re-landing the original Blink change.

The CL isn't merged yet. I've just uploaded the video here of what it looks like with the CL https://chromium-review.googlesource.com/c/chromium/src/+/1385470. I'll mark it as Fixed once the CL is merged.
