ChromeVox does not start or stop with Ctrl+Alt+Z

Steps to Repro:
# In chromebook, press Ctrl+Alt+ Z 
# Expected: It should read aloud Chromebook spoken feedback is On
# Actual: ChromeVox does not start

Please try again on dev channel. This doesn't reproduce on several devices for me.
