Android crashes on Chell when trying to open Play store

Issue description

ChromeOS version: 70.0.3538.76
ChromeOS device model: HP Chromebook 13 G1 (Chell)
Case#: 17531291

Description:
Android container crashes when user is trying to open Google Play store. The customer gets the error message "Something went wrong".
Issue does not occur when logging into device with @gmail account.

Steps to reproduce: 
1. Login with a corporate account 
2. Click on pinned Play Store icon 

Current Behavior / Reproduction: 
Play Store can not start and crashes

Expected Behavior: 
Play Store does not crash
