BlueZ not reconnecting to Brydge KB during active scan

Issue description

Chrome Version: CrOS
OS: 71.0.3578.54 beta

Intel claims that sometimes when device becomes active, Chrome initiates an Active Scan, rather than the typical passive scan. During a passive scan, if BlueZ detects old devices it will reconnect to them. BlueZ seems to not do this during active scan.

dmitrygr said Active scan is very reasonable and BlueZ should reconnect in that case.

I did this several times with Brydge BLE keyboard, MS universal foldable BLE keyboard, Dell BLE keyboard, and Microsoft Designer BLE Mouse. I did not find reconnection issues with either active scan or passive scan to these keyboards and mouse.

Could Intel provided the steps to reproduce the issue? Thanks!

Need to decide if we want to do this change:
We will get connection but it may take long to establish a connection.

If it is a HID device we can potentially improve.

Needs to be added to Bluez
