What steps will reproduce the problem?
Precondition: Have enough printers to see a scrollbar for the Print Destinations
(1) Open Print Preview on any page
(2) Click "Change" to open destinations dialog
(3) Tab 3 times from the auto focused search box.

What is the expected result?
First print destination is focused

What happens instead?
Blue highlight box around the print destinations iron-list appears, indicating the list is focused.

Also:
(4) Press down arrow while the list is focused.

Expected: List scrolls down.
Actual: Selects the second item in the list, skipping the first one.
