Add suppressions for Pixel 2 and Nvidia Shield TV

We're not yet enabling the tests to run on the waterfall due to lack
of hardware, but the tests currently pass with these suppressions.

In bug 695679 we decided that this test may be incorrect, and it was skipped in ES DEQP. We should fix the test or skip it in the conformance suite.

Comment 5 by kainino@chromium.org, Jan 16 (6 days ago)

These are still skipped in the Android dEQP:

https://android.googlesource.com/platform/external/deqp/+/69740b4570dd47d652d6ccd7c8d94d5b0ef43aee/android/cts/master/src/gles3-test-issues.txt#93

It is not known that these tests are inconsistent with the spec, but they are almost certainly inconsistent with the hardware, so our changes of getting them re-added to gles3-master seem minimal. b/22628471 b/36196448
