A11Y: User-requested STS to read the language of the keyboard

Features to be included for Select to Speak:
1. Select to Speak to read the language in which the keyboard is set up. 
2. Also would be very nice if for example right clicking on that button you can adjust the voice speed and maybe other parameters to make it comfortable to eery user

Thanks for the suggestions! Adding our PM Laura to help prioritize.
I'm going to split this into a second feature request to keep the two tasks separate. This one is #1, Select to Speak to read the language in which a keyboard is set up.
