Chrome 72 Scrolling bug messes up dev-tools and creates whitespace area

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3615.0 Safari/537.36

Steps to reproduce the problem:
Have seen this error several times today with the latest version of google chrome. I thought I grab a screenshot of the error, before I restart chrome yet again!

It seems like the scrolling in Chrome is all messed up and when you try to re-size the main window! The dev-tools section does not work and you now get a large whitespace area which you can adjust the size of and not the dev-tools area, see screenshot attached.

What is the expected behavior?

Tried testing the issue on chrome reported version# 76.0.3615.0 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to Wikipedia page
2) Opened Devtools, adjusted the main window and also the size of the page, didn't observed any white-space area in Devtools

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which help in further triaging it in better way.

Issue is not constant, it is intermittent and I am not sure what the cause is that makes it happen, please investigate deeper into the code.

I was using Google Chrome dev tools yesterday for 18 hours coding and it happened three times.

If it happens again I will create a video and post it here.
