[VR Browsing] Clicking on Translation popup bar settings menu shows 2D UI

Issue description

Chrome Version: 72.0.3615.0
VRCore: 1.19.219215888
OS: O
Device: S8+

What steps will reproduce the problem?
(1) Enter VR Browsing
(2) Go to a site where the automatic translation popup bar appears. E.g. https://vimeo.com/278174511
(3) Click on the vertical 3 dots menu inside the translation popup bar.

What is the expected result? All 2D UI should be blocked or rendered in VR.

What happens instead? 2D UI appears, breaking VR experience.

The issue seems to be that TranslateMenuHelper.java calls ListPopupWindow, which is an android widget that wraps PopupWindow (another android widget). We want everyone to use Chrome's UiWidgetFactory, which has a VR wrapper for PopupWindow, but not ListPopupWindow. Not sure how to fix this besides copying android's UI widgets into Chrome's UI widget list, but considering android's list is much longer, that seems like a bad precedent. Any ideas? Also, the plans to automatically notify us of missing UI like this was never implemented, so we don't know how much there is.
