Downloaded files has been deleted after app uninstalled

Steps to reproduce the problem:
1. Download any file
2. Uninstall the browser
3. Check device downloads folder for this file

What is the expected behavior?
File shold be there

What went wrong?
File will be deleted

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: <Copy from: 'about:version'>  Channel: beta
OS Version: 71.0.3578.55
Flash Version: Shockwave Flash 31.0 r0

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Launched chrome and downloaded sample apk file
2. Navigated to downloads app and observed file present
3. Un-installed build and observed missing of downloaded file.

Chrome versions tested:
60.0.3072.0 , 71.0.3578.55 , 72.0.3615.0

OS:
Android 9.0.0

Android Devices:
Pixel 2 XL

Issue is seen in from older M-60 builds, hence considering this as Non-Regression and marking as Untriaged.

This seems to be intended, however routing to appropriate team for confirmation.
