background-attachment: local; is not working as expected.

Steps to reproduce the problem:
1. https://jsbin.com/voxuqubejo/1/edit?html,css,output

What is the expected behavior?
Background image should scroll with the page content.

What went wrong?
Background image is fixed.

Did this work before? N/A 

Chrome version: 70.0.3538.102  Channel: stable
OS Version: 10.0
Flash Version: 

This problem only appears if we have "overflow: hidden;"

Unable to reproduce the issue on win-10 and mac 10.13.6 using chrome reported version #70.0.3538.102 and latest canary #72.0.3615.0.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to https://jsbin.com/voxuqubejo/1/edit?html,css,output
2. Observed that background image scrolled with the page content as expected.

reporter@ - Could you please check the attached screen cast and please let us know if anything missed from our end. Also please check the issue on latest canary #72.0.3615.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

I attached a video with chrome incognito (no user, extensions) and firefox side by side. As you can see in firefox the image is scrolling with the text, in chrome is not.

In chrome canary "Version 72.0.3615.0 (Official Build) canary (64-bit)" IS WORKING as expected.

It's fixed at ToT. I bisected to find out what fixed it. Results:
