What steps will reproduce the problem?
(1)Recove build >> In OOBE, Set the display language as Arabic
(2)From Ubertray/Accessibility, enable Select-To-Speak
(3)Observe the tooltip of Select-To-Speak icon at shelf(Please refer video)

Actual: Select-To-Speak tooltip is seen in English when display language is arabic
Expected:Select-To-Speak tooltip should be seen in Arabic when display language is arabic

This is a Non-Regression issue seen from M-70
