Profile corrupted after system update

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:63.0) Gecko/20100101 Firefox/63.0
Platform: 11021.56.0 (Official Build) stable-channel veyron_fievel

Steps to reproduce the problem:
1. Get a chromebox shipped with ChromeOS 60 in Kiosk mode
2. Enable automatic update 
3. When rebooting after update, we get the error "Error with the profile. An error occured while opening the profile..." (enclosed picture)

What is the expected behavior?
The system should update from Chrome 60 to Chrome 70 without errors

What went wrong?
The profile was corrupted.
We can confirm the update is applied when checking in Google Admin console

The kiosk starts, but the webview inside doesn't work.

Issue is not reproducible upon upgrade from 
M60(60.0.3112.114,9592.96.0) - M63(63.0.3239.140,10032.86.0) - M70(70.0.3538.76,11021.56) veyron_fievel

Closing the bug for now, Please re-open if this is still reproducible.
