getUserMedia does not render on the browser - just shows a blank screen

Issue description

Steps to reproduce the problem:
1. Go to this link https://simpl.info/getusermedia/ or https://webrtc.github.io/samples/src/content/getusermedia/resolution/
2. Allow the camera to be used
3. Just shows a black screen (with error: NotReadable Error), or a blank screen on the second link

What is the expected behavior?
To see the front facing camera output

What went wrong?
I just does not render or show any frames from the phone camera.

Does this work in other browsers? Yes

Chrome version: 70.0.3538.80  Channel: stable
OS Version: 7.0
Flash Version: 

I have tested on Android Chrome (latest stable version), on Chrome Beta and on Chrome Canary (unstable). 

Its working on Firefox (latest version on Android)

The phone i am testing on is a Huawei P10 (VTR-L29)
 
Just want to say again that i have tested on Android Chrome (latest stable version), on Chrome Beta and on Chrome Canary (unstable) and it does not work
Some WebGL info, where you can see the CPU that the phone has, but it should not be relevant as long as getUserMedia works perfectly fine in Firefox.

Tested the issue on android and unable to reproduce the issue

Steps to reproduce:
--------------------------
1. Launched chrome and navigated to  https://simpl.info/getusermedia/ and https://webrtc.github.io/samples/src/content/getusermedia/resolution/
2. Allowed camera access
3. Able to view video from front cam.

Chrome version:
70.0.3538.80 [latest stable] , 71.0.3578.55 [beta] , 72.0.3615.0 [canary]

OS:
Android 6.0 

Android device:
Huawei Honor 5X

Requesting MTV team for further help in troaging on any of Huawei P devices.
