[M17n] Submit incorrect character for Russian Phonetic(AATSEEL) keyboard

Steps:
1.Switch to Russian Phonetic(AATSEEL) keyboard
2.Tap first key in first line ,or tap caps  or shift key ,then tap 
the same key

Actual:
Submit incorrect character
refers to attached video

Note:
Not repro with disabled <enable-ime-service> flag
