Caps lock not works in some t13n keyboard and korean keyboard

Issue description

Version:
72.0.3612.0
11276.0.0 dev-channel bob test
Google input tools version:72.0.20181114.221567824

Steps:
1.Switch to T13n keyboard, eg. HIndi, Hebrew, Persian keyboard
2.Press Caps key 

Actual:
It will change to CAPS, but keyboard layout have no any change

Note:
Also repro in korean

Not repro for T13n keyboards.
Korean keyboard doesn't have capitalized characters for keys. Maybe we can remove caps key on Korean layout.

Test m17n keyboards, notice that 
Ar, Fa,CK, lo,ta ,still not works for Caps key, pressing caps key ,no any change;

Check m17n keyboards in https://cs.chromium.org/chromium/src/chromeos/services/ime/public/cpp/rulebased/def/
notice that AR,fa,lo,ta ,have the same value  between kNormal[] & kCapslock[];


Still repro in M71-RC16 in kevin
