Not repro for T13n keyboards. Korean keyboard doesn't have capitalized characters for keys. Maybe we can remove caps key on Korean layout.

Test m17n keyboards, notice that Ar, Fa,CK, lo,ta ,still not works for Caps key, pressing caps key ,no any change;

Check m17n keyboards in https://cs.chromium.org/chromium/src/chromeos/services/ime/public/cpp/rulebased/def/ notice that AR,fa,lo,ta ,have the same value between kNormal[] & kCapslock[];
