Issue descriptionSummary: Swedish schools needs the Sámi language keyboard layout to be implemented in ChromeOS. An adaptation of the Unicode "Windows Extended Swedish with Sami" layout would be an optimal solution [1]. The most used of all the Sámi varieties in Sweden is the "North Sámi"[2]. Use case / Motivation: Sami is a minority language and protected by Swedish law, this means that they need to find a solution to educate the students using this language in the same way. Existing workarounds: They've used for some time the Czech keyboard as some letters are similar, but it is not quite the same, as some letters are missing.
